JOB DESCRIPTION
DUTIES AND RESPONSIBILITIES
1. Formulate short and long range objectives and goals. Implement policies, procedures, and directives to uphold casino objectives and goals.
2. Staff and supervise Department Managers.
3. Responsible for hiring and terminating key employees.
4. Establish Depart mental budgets and standards to evaluate staff performance in attainment of Casino objectives.
5. Grant employees access to sensitive areas in writing.
6. Coordinates flow of work between key employees and departments to achieve operational efficiency.
7. Safeguard assets, responsible for the overall maintenance of the gaming operations books and records, generation of all required financial reports or statements and the implementation and frequency of audits that shall occur at least once annually.
8. Monitors and evaluates daily financial information and reports to maximize casino profits.
9. Establish and monitor overall operating policy for the gaming operations, monitors gaming and non-gaming departmental activity for adherence to casino policy and tribal gaming law and regulation.
10. Reports on a weekly basis to the Business and Claims Committee.
11. Reports to the General Council on a quarterly basis or as needed.
12. Adhere to mandates of the General Council and the Business and Claims Committee in accordance with tribal gaming law and regulation.
13. Maintains adequate security personnel and systems to safeguard the overall financial transactions of the casino and hotel. Assures that any and all required deposits are made on a daily basis.
14. Authorize to enter into contracts, sub-contracts, consultant agreements and vendor agreements with the prior approval of the Business and Claims Committee of the Yankton Sioux Tribe. Any of the above agreements or contracts for service under the sum of five thousand ($5, 000) a one time contractual or agreement basis will not require the prior consent of the Business and Claims Committee.
15. Authorized to oversee any and all contracts, sub-contracts, consultant agreements and vendor agreements relating to providing any and all services to the casino/hotel to assure that any and all contracts and agreements are legally followed.
16. Any and all capital improvements to the casino/hotel will require the proper approval of the Business and Claims Committee and if required the General Council of the Yankton Sioux Tribe. However, the general manager is authorized to oversee such capitol improvements.
17. The General Manager is not authorized to enter into any financing of loan arrangements with any bank or lending institute, either corporate partnership or sole proprietorship without prior approval of the Business and Claims Committee and the General Council of the Yankton Sioux Tribe.
18. Maintains confidentiality at all times.
19. The general manager is responsible for any and future responsibilities and duties that may be in the future delegated by the Yankton Sioux Tribe, pursuant to a promulgated resolution.
AUTHORITY AND SUPERVISORY CAPACITY
Complete authority over the casino and hotel complex.
ACCESS TO SENSITIVE AREAS
Has access to all hotel and casino areas or observed by personnel responsible for the area being accessed. Does not receive tips.
SIGNATORY AUTHORITY
1. Payroll and general checks with a tribal official.
2. Contracts and leases with tribal approval.
3. Purchase authorization with tribal approval over $5, 000.00
4. Casino policy and procedures.
5. Authorization in writing for employee access to keys and sensitive areas.
6. Complimentary room, food, beverage.
7. Tribal, State, and Federal information and tax forms, if any.
8. Authorization in writing to approve casino employees complimentary privileges.
QUALIFICATIONS
1. Incumbent must have a four year business degree, managerial, or casino experience a plus.
2. Indian preference policy will be in effect, preferably an enrolled Yankton Sioux member.
3. Willing to work a forty (40) hour plus week necessary, and must be on call twenty-four (24) hours a day.
4. Must have ability to effectively communicate in an oral and written manner.
5. Must have criminal background check completed and must be licensed as a key employee.
6. Must be able to coordinate and work with other professionals and entities.
7. Must have sound moral character; maintain high standards of honesty, impartially, responsibility and behavior and relationships with employees, customers and business associates.
8. Must not be personally involved with alcohol and drug abuse.
9. Must posssess knowledge of Indian values alon with knowledge of State and Federal policies affecting the Indian population.
10. Must be bondable.
OVERALL GOAL
Manage the casino hotel complex in accordance will all mandates, laws, and regulations to operate efficiently and generate maximum profits. Fulfill administrative needs and make decisions which ensure the stability, continuity and growth of the business.
