Job Description
Human Resource Professional
OVERVIEW: This position is under the supervision of the Employment Services (ES) Director. Responsible for all personnel matters and provide administrative support needs of the day to day function of the Human Resource Department, and Western Washington Indian Employment and Training Program (WWIETP) operations for the Lower Elwha Klallam Tribe.
WORK LOCATION: Lower Elwha Klallam Tribe Center
SUPERVISED BY: Employment Services Director
POSITION STATUS: Full-time, Benefits
SALARY LEVEL: Dependent On Qualifications
WORK SCHEDULE: 8:00 am to 4:30 pm (half hour lunch)
OPENING DATES: Open January 5, 2012 until position filled
ESSENTIAL FUNCTIONS OF JOB:
• Will assist the Employment Services (ES) Director with planning, departmental organization, and participates in the development of Tribal goals and objectives.
• Assists in the development of the Tribal Personnel Policies & Procedures Manual, rewrites job descriptions as necessary and various human resource plans and procedures for all Tribal personnel.
• Conducts wage surveys within the labor market to determine competitive wage rate with regard to Tribal wage scale.
• Maintain compliance with Federal and State regulations concerning employment; such as verifying I-9 documentation; submits the online investigation requests and assists with new employee background checks when needed.
• Provide new employee orientation, responsible for maintenance of confidential personnel files, personnel actions, preparing recruitment lists and job posting.
• Responsible for operational and technical personnel duties to include; employment application intake – assist with recruitment and interview process, computer entry and file maintenance, assist employees with personnel information and interpretation of personnel policies & procedures.
• Maintain computer employee data information, answer employee requests and questions, verify employment status, assist directors/supervisor with employee/personnel projects, and staff training.
• Maintains records on all tribal employees personnel transactions, such as; new hires, promotions, transfers and terminations. File all personnel documents/payroll records as required.
• Assists ES Director, and supervisors to resolve any/all grievances that are reported to the human resource office, writes separation letters for employees separating with cause, in the absence of ES Director will conduct exit interviews to determine reason for separation.
• Assists ES Director with various research projects and/or special projects.
• Schedules meetings and interviews as requested by ES Director.
• Make photocopies, faxes documents and performs other clerical functions.
• Schedule conferences by reserving facilities at local area or training for out of the area.
• Maintains and responsible for WWIETP program; processes applications and necessary paperwork for Lower Elwha Klallam Tribal members, other enrolled/recognized tribal members, Alaskan and Hawaiian Natives.
• Oversee the Summer Youth program with hiring, funding, training, work with different departments within the Tribe for placement of a youth for a job and completion of all necessary paperwork.
• Performs other relevant job duties as required by supervisor.
MINIMUM QUALIFICATIONS:
• Bachelor’s degree and five (5) years experience in the Human Resource field of work;
• OR High School Diploma or Equivalent; required nine (9) years experience in the Human Resource field of work; any appropriate combination of education and experience.
• Knowledge of computer software and how to utilize them.
• Knowledge in written and oral communication.
• Must be dependable and adapt to changes
• Must know how to problem solve and make independent decision making
• Must have planning and organizing skills
• Must pass the background prior to employment
• Must have UA testing prior to employment
• Must know how to work independently with little supervision

• Problem solving – the individual identifies and resolves problems in a timely manner and gathers and analyzes information skillfully.
• Planning/organizing – the individual prioritizes and plans work activities, uses time efficiently and develops realistic action plans.
• Knowledge of the Lower Elwha Klallam Tribe’s Personnel Policies and Procedures.
PHYSICAL REQUIREMENTS:
• Capable of lifting 25 pounds or less
• Capable of bending, kneeling, stretching, sitting for long period of time
• Able to utilize visual acuity for extended time on computer
OTHER REQUIREMENTS:
• Must be able to travel for meetings, training, workshops when necessary, which may include out of state travel.
